About the role
The SCADA / EMS / Communications & Cybersecurity Specialist will lead the design, integration and security of control and data architectures for power‑system facilities in Eritrea. This role covers generation, BESS, substations, mini‑grids and associated distribution interfaces.
Key responsibilities
- Develop overall control, automation, communications and cybersecurity architecture for power generation, BESS, substations and mini‑grids.
- Prepare functional design specifications, system architecture diagrams, network topologies, data‑flow diagrams and interface schedules for SCADA, EMS, BMS and related field devices.
- Define and review communication protocols (IEC 61850, IEC 60870‑5‑101/104, DNP3, Modbus TCP/RTU, OPC UA) and specify hardware such as RTUs, PLCs, gateways, servers and networking equipment.
- Establish cybersecurity requirements including network segmentation, secure remote access, firewalls, encryption, patching, malware protection and incident response.
- Support factory acceptance testing, site acceptance testing, commissioning, troubleshooting and training of client personnel.
Required profile
- Bachelor’s degree in Electrical, Control, ICT, Telecommunications or related field; Master’s preferred.
- Minimum 8 years of experience in SCADA, EMS, RTU, telecontrol and power‑system communications.
- At least 5 years on power‑generation, BESS, substation or mini‑grid projects, with experience on projects of 10 MW +.
- Proven experience integrating multi‑vendor systems and delivering FAT, SAT and commissioning.

- SCADA, EMS, BMS, RTU, PLC, intelligent electronic devices.
- Communication standards: IEC 61850, IEC 60870‑5‑101/104, DNP3, Modbus TCP/RTU, OPC UA.
- Fiber‑optic, radio, microwave, cellular and IP‑based communication design.
- Industrial‑technology cybersecurity: segmentation, access control, firewalls, encryption, patch management.
- Data‑historian, alarm/event management, dashboard and remote‑monitoring development.
